Repair "Broken" WordPress Site

My WordPress site has locked me out with WordFence and the All-In-One security plugin. I tried deleting the plugins from cPanel, and adding a new user via PHP MyAdmin, but with no success. I am looking for an expert to go in via cPanel and untangle this mess.
