RDS IOPS Warning

We started noticing drastically reduced speeds on some system functions that seemed to indicate DB issues. Upon logging into RDS, I noticed a Medium severity warning...
1 instance is under-provisioned for system IOPS capacity.. Use a DB instance type with higher default IOPS limits. Reduced database performance.
I increased the size of the instance and also changed the storage/IOPS. The IOPS was 4000 originally and I changed it to 25000 last night. We are running on a pretty big server so I don't believe the server specs are the issue any more.
However we are still having slow queries and the recommendation is still showing there on Amazon. I'm looking for assistance with what I may have done wrong here that didn't allow the changes to take effect.
