PHP Developer/Smarty Template Engine Needed to add Learning Management System to Website

Please do not respond unless you know how to code custom PHP scripts for any platform, and are familiar with the Smarty Template Engine. I currently use a social networking script called Sngine. It uses vanilla PHP and the Smarty Template Engine system.
I'm looking for a developer to create a learning management system similar to this: www.udemy.com, only it would be implemented into my social networking website to where current users can sign up for, or sell courses.
Must have several years experience in working with PHP and creating scripts.
