PHP DEVELOPER CONNECTIVITY WITH ORACLE DATABASE

I am looking for a PHP developer to work on a project that requires connectivity with an Oracle 11g database. I need the developer to be knowledgeable in implementing data manipulation using PHP (Insert, Update, Delete) and be proficient in writing SQL queries. The code will need to be compatible with PHP 5.
