Need to set up phpmyadmin on localhost for laravel project

I have an error when trying to import my MySQL file to PHPMyAdmin

Error

SET SQL_MODE=”NO_AUTO_VALUE_ON_ZERO”;

Also unable to upload the whole folder even thu i changed the max file upload on the php.ini inside the XAMPP folder. ! I need help to fix this.
