Mysql problems

I have currently some problems with connections to mysql database.
The database is up and running for a really long time and also my scripts are running and updating for a long time. sins a hour of 6 suddenly I have connection errors. I have 2 errors from 2 different scripts:
1129 (HY000): Host '146.70.130.164' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts'
2055: Lost connection to MySQL server at '185.89.4.36:3306', system error: 10054 An existing connection was forcibly closed by the remote host
I tried to kill all processes and flush-hosts but get the message the i don't have enough permissions.
The database is hosted by my hosting provider and I normally have access to it with phpmyadmin.
Who is able to help me directly for a hourly fee?
