Mysql database designer and admin

I need a mysql or database expert in designing databases that do work effectively. He must be able to fix an existing databases of mysql and find the problems in it so the data must be properly retrieved and accessed and inserted. He must have knowledge in transactions, replications, backup and recovery and utilization.
