MySQL performance tuning helper

I am looking for a MySQL performance tuning helper who can assist me in improving the performance of my small (less than 1GB) database. The specific performance issue I am currently facing is slow query execution.
The table has 16742 rows. The query is as simple as select * from test where FirstName = 'aa' and LastName = 'bb' and DOB = '1950-12-20'. The duration takes about 0.2 sec to 1.1sec when using Workbench to do query test.
I am looking for a helper who really knows the MySQL performance tuning and also can do AnyDesk remotely.
