MySQL errors on busy cPanel server

Hello,
We have a busy cpanel server and one site, in particular, is getting thousands of MySQL connection fails.
In the MySQL error log we often see "Too many connections". We tried raising the max_connections and lowering the wait_timeout, but nothing seems to help.
We need a MySQL expert that can identify the issue and fix it.
