MySQL Database Setup and Maintenance

We need to create trial mysql db in Oracle cloud. one in USA, India and EU and home server. All the DB need to be in sync. We should be able to configure which can act as master and child.
Need one dedicated server that takes backup from any one server for every one hour and maintain six last backups. And move one latest backup of a day to another primary back db.
If one server fails it should server from other db server.
Master Load distribution, we need one master db server in USA home and one in India to perform R/W and other server read.
Nice to have Need a centralized dashboard configure mysql like creating database, table and get reflected in all node.
Need to handle disaster & recover and fault tolerance.
