Make a webbased program

I am looking for a freelancer to develop a web-based program that focuses on data management. The program should have the following functionality:

- Efficient data storage and retrieval
- Easy search and filtering options
- Secure data encryption and backup

The estimated number of users for this program is less than 100, so the program should be able to handle this user load without any performance issues.

As for the programming language or framework, I am open to suggestions from the freelancer. I do not have any specific preference in mind. The freelancer can choose the most suitable language or framework based on their expertise and the project requirements.

Ideal skills and experience for this job include:

- Experience in developing web-based programs with data management functionality
