DB Internet server

I am looking for someone to develop for me a database for employee info and their task records. The DB is expected to have two tables one for the employees info and another for the task details. It would be something like many to one (many employees to one task). I need to have a web interface to the admin panel of this DB server. Through the panel I can add new employee or change their info. Also I can add new tasks and select the employees responsible for it. The DB should sends the task details to the employee email. I need the task ID to be randomly generated.
Also I need to access and control the DB and the admin panel through the web interface browser
