Insert 30GB csv file into phpMyAdmin database of XAMPP server -- 2

I need someone to help me insert a 30GB csv file into a phpMyAdmin database of a XAMPP server. This will be a rather large file, so some technical savvy and experience is needed in order to ensure that the data is loaded properly and with the highest level of quality. The csv will be imported into the database directory and the server environment utilized will be MySQL. You must be comfortable working with large data sets, as well as skilled in the area of server administration.
