Insert 30GB csv file into phpMyAdmin database of XAMPP server

I have a 30GB csv file that I need to insert into my phpMyAdmin database via XAMPP server. I will be using a MariaDB server to access the database, and phpMyAdmin to import the file. I understand that using a file size limit of 250MB is recommended for optimal performance, however since the file size is significantly larger than that I will need an expert's help to make sure the process goes smoothly.
