Implementation of a website with a chatbot like chatgpt, trained for a specific topic.

I would like to create a web page that contains a chatbot (for now) focused on a specific topic. The topic is very broad and extensive, namely the law. My goal is for the client to be able to consult the chatbot by asking his question, and the model, go and answer it by identifying the laws and giving a sensible answer using settable language, from "complicated" to "simple."
But on the same page it must be possible to go and upload a new pdf or document or a link to a web page, so that the user can integrate what I have already integrated with what he wants.
For example, if he has a contract, he can upload it and ask, based on the laws he knows, whether the contract was written well or poorly.
Therefore, I must be able to update the database containing laws and judgments from time to time.
There must be the ability to register and it must comply with the GDPR and privacy regulations in Europe.
I would like to be able to use GPT4 as the basic model and use langchain for the information (this is a large amount of data anyway).
There must be a possibility in the future to be updated, adding more data.
For now it needs to be an initial MVP version in order to apply for more funds and continue with the project.
I need all the code in order to review it and make necessary changes (if needed).
If we can come up with a well-done MVP that I can have my clients test, a future collaboration may be born.
