Hospital Dummy Server Development with HL7

I'm working on a project that requires the creation of a dummy server for a hospital with HL7 integration. A pay portal is already in place and will be connected to the server.
The server must include the following functionalities:
- Patient Registration
- Displaying Laboratory Results
- Storing and Accessing Medical Records
The ideal freelancer would have experience in server development and healthcare-specific technology integration.
