Health care Project using Javascript, XML, Sql.. Web based application which is build upon dashboard

Looking for some one who has good knowledge on health care product, familiar with dashboard develpment using script snippets. We don't have any IDE code base. Everything will be using dashboard's and script snippets. It's is developed using Javascript, XML. SQL database. Need someone with extremely good at health care.
