Generate multisig BTC address with 4 cosigners and store data in database

I need a script that when called, will generate an address which
Generate an address with 4 keys.
2 needed to complete transaction

Keep emails encrypted in Database
Make a request for the total amount with fees included. 5% of total amount.
Once keys are generated for me. Store in 2 separate databases.
Store transaction info as follows in table
