GIS with remote offline functionality

Hi,
I am looking for a programmer that can reach the goal of having a MySQL server collect GPS points and distributing those points to clients. Which then perform certain funcitons on those points. ( No internet or DNS available.)
Let me shetch a senario.
The Helicopter is flying in a remote area and needs to immobilize animals for research. But the ground team needs to get to all of them without the guidance of the helicopter.
So the Operator in the Helicopter sits with a small PC which is buildin and taps on the screen to mark the GPS coords of the animal while he is hovering over it, that was collected via a USB GPS dongle. (The data now sits in the helicopter PC on a SQL DB.)
This data is now availble to the multiple recovery teams on the ground through a LORA network. Read carefully and understand low data speeds available.
The ground team now have multiple poinst available (Helicopter, Himself, Other Ground Teams, Research Station Base. ) This is all displayed on a 10.1" Touch screen. He can now choose which animal to recover.
Once he gets to a location and recovers the animal. He taps his screen with the option of recovery - List 5 closest points to him and selects the one he has recovered.
Now we know. Which has been recoverd as they turn "Green" on everyones screen with "Yellow" showing the colour of unrecovered animals and "Red" as animals left over 5 min to recovery... (We can have the client decided his colours later... but the MySQL should be updated. for the whole team to know... So signal back to the main SQL DB).
That is phase one.
Phase 2:
The DB should be able to define teams of clients.
Should Time the events and give a report. (We can set the parameters to this reporting...)
The team should be able to broadcast messages and short voicenotes.
Distress option to helicopter from team or from recovery to whole team....
