Documents paginated bundling cloud software -- 2

We are looking for a developer to write code from scratch and create cloud-based document bundling and paginating software. This is not a one-off project and will require maintenance and upgrading as it will start in accordance with needs.
Payment will be spread in 2 installments and monthly payments thereafter.
The budget must be in the brackets set for this project.
