Developing API for Flight and Hotel

We are looking to upgrade & rectify errors in the XML Product developed. Our aim is to resell API from different providers of flights and hotels to Online Travel Agents (OTA).
The API will have features to detect the total search done by each OTA in order to Limit the look to book ratio. For instance, if the OTA has subscribed for an L: B ratio of 100 he will be permitted to do 100 free searches for 1 booking; in case the OTA does not make a booking in the free search provided he will be charged for the subsequent searches until a successful booking. In case the OTA manages to do a booking within the set search limit his L: B ratio will reset on every booking to the original plan subscribed
The scope involves merging 5 flight API and 2 Hotel API into one single Restful API.
