Develop Vehicle Ability And Pricing System

This has been ongoing project for a while. Currently MySQL is the current Data store. Spring boot is on the server tier, currently the system does not price accurately based on blackout and rental period, tax and other factors. It's a long conversation. But I need a starting bid as my usually freelancer is busy developing another system and says she doesn't have the time.
