Database structure and query optimisation

Looking for help on existing project to restructure and optimise query speed of existing database that contains approximately 700000 records. To get the query results we currently loop through all the records 3 times. We would like to restructure this db so that the required results can be achived in well under 30 seconds. You will be required to work with an existing freelancer who is currently managing the project.
