Database development, analysis and visualisation C# R Web development

I am looking for a programmer to work closely on me for a new project that will
1) collect blockchain and some other web data,
2) store in database,
3) query database to answer some simple and more complicated questions,
4) visualise data in graph/chart format
5) build website to allow public access to the data
You should be strong in data analysis and be able to visualise the data easy to understand charts etc.
This is an ongoing project. I think I prefer c# and R but if you have other ideas they will be considered.
I am looking for a freelancer who can dedicate a considerable amount of time to this project because I want it to be launched reasonable fast so if you can only dedicate a few hours a week then this is probably not for you.
I have a limited budget so I am very happy to work with enthusiastic but slightly less experiences programmers or programmers from any country.
