Creating an automated database

I need someone experienced with SQL or MySQL or SQlite to import two dataset formatted in csv.
And connected them together. And after connecting them, the data should be updated automatically when updated in the csv files.
I need this to be done as soon as possible + I want to be able to understand the steps you did. So I can be able to do it myself.
