Create a SQL database from CSV files. This will be updated every day. We have a huge amount of data already

We want to run a report every day on various criteria using our own calculations.
We also want to filter the data. For example, who, according to our calculations is the best at a specific course, distance.
In short this project consists of two parts. Firstly create the SQL database from CSV. Make it easy for me to add data each day.
Secondly, add in very simple calculations so we can see a clear and concise report every day. Additionally make it easy for me to analyse other data, for example, courses, distance, draw etc. I am open to suggestions regarding how I get this report. It can work on my website, it can work on any platform. As long as it works well, I’m open to suggestions.
The budget for this is not much. It’s relatively straight forward. Bid only with a reasonable offer. It will not take much time to explain calculations. If you have a knowledge of horse racing, that is good, but not necessary.
