Convert CSV to mysql insert format

I have CSV file with a lot of special characters, so I can't import to MySQL

I need you to make my CSV file be able to insert to MySQL database
You need to convert all special characters to MySQL format.

Results will be like:
INSERT INTO post(id,concent) VALUES (NULL,'mycontent');

I will paste the result on PHPMyAdmin. Make sure all data are successfully inserted with no error.
