Build me a Webserver and mobile app to connect most commonly used climate units

I need webserver to connect most common climate (like Daikin, Mitsubishi Electric etc cloud Wi-FI adaptors. Webserver Logic should choose best electric price (nordpoolgroup.com ) to heat building. Example normal temp 22c chosen by user. 24c (chosen by user) will be heated on cheap time. 22c should be kept on the median average electric price. 20c (chosen by user) should be kept on high price. If its possible to take consideration whether forecast this would be nice.

It can be any other idea to get AC/Heating units to internet and then command to units Modbus/Mbus/etc.
