Backup MySQL database without MySQLDump

Hello, my server has become read-only due to a corruption on the filesystem, I'm wanting my SQL database backed up and downloaded so I can migrated servers.

You cannot use MySQL dump or any method which requires a service running as services will not start due to read-only file system.
