Mvc automated services

I have a project to create someonline services where users can login and apply cor some services by filling some fields once the sumission haplens a workflow starts in the backend going from step to step thos project should be in MVC and oracle db and must have client server with high security level .. tell howmuch that cost ... the workflow engine used must be free or custom developed and also some intgration points like sending sms and reading data from another sources
