Electrical Engineer to create Rotary Phone Audio Recorde

Looking for an expert who can transform a phone (rotary or vintage) into a recording device. When phone is picked up, a personalised message is heard, followed by a tone where someone can then leave a message. Message can then be downloaded digitally onto a usb, or any other means of storage. Important that audio quality is good. Will provide more details of the project. Would like the option of having the ability to dial into the phone from another device to also leave a message. Budget is flexible.
