Audio speed control

I'm working on a project and I need to have full control of audio play speed with a rotary encoder or something similar that rotates so for example if I'm rotating the encoder fast with my hand the music will play fast , if I'm rotating it slow the music will play slow and if i stop rotating the music will stop
