Proximity sensor Speedometer

I’m Charlie, I need to control the speed of a stepper motor (or something more relevant if you believe so). The system is 12v, I’m going to have a NPN proximity sensor facing a spinning shaft that changes speed depending on ground speed, this sends the appropriate pulses to a circuit board (arduino?) which will alter the speed of the stepper motor via dc motor controller (once again, or something more relevant). As the pulses from the sensor increase the stepper motor speed needs to increase and vice versa. I will need to be able to set pulses on the board to get the stepper motor turning at the right speed (maybe Bluetooth/wifi?) Thanks.
