moodle app for moodle site

I want a custom moodle app made similar to the official moodle app, with similar features but there will be some custom features discussed via chat. Please provide an estimate for making an app similar to the official moodle app based on the API. This is for the open source version of moodle. Then we shall discuss the additional features and pricing.
