Upload a course to our Moodle school

Here is a bit of background to the issue (somewhat important to understanding the problem).
We utilize Moodle for the online portion of our Service Dog training school (we are a nonprofit which trains and places Service Dogs (which we do free of charge to the disabled veteran or civilian who needs a Service Dog). For this reason we don't have a very large budget to fix the problem that has come up, and we're are hoping someone will volunteer to help!
We were having problems with our site and our hosting company said that it was because our files were too large and said we needed to get a VPS server for our needs, so we upgraded.
We opted to begin with a fresh installation of Moodle and are trying to import (upload) a course into the new Moodle school, but we get an error that says “Error connecting to the server.”
Our hosting company tech people adjusted PHP and stuff on their end and say that we have to configure settings in our Moodle dashboard to make it work.
We need help with those settings, and to make sure the course gets uploaded and imported where it needs to be.
