Moodle theme creation

Creates a new theme for Moodle 3.10 based on the old theme used on the v 3.2 The freelance no needs to know the scope of the project because what we are looking for is available people to work the next 4 weeks on the project. Will be hired by days (or hours) and integrated in the internal scrum process. That means he will participates in a daily meeting where the team decides who person makes each task and then the task must be delivered in the git repository.
