Moodle question type programming PHP

I need a programmer skilled in Moodle programming to create a custom question type in PHP. The question type will be a multiple-response multiple-choice question type. I also need the question type to be programmed with a limit on the number of allowed responses for multiple-response multiple-choice questions. The programmer should have experience with Moodle programming, especially in creating custom question types, as well as knowledge of PHP and SQL. The programmer will be paid according to the project budget outlined and estimated by the freelancer.
