Moodle plugin to notify users when specific combinations of activities are completed

In our Totara system we want to add the functionality to notify people based on rules.
Think of:
Based on the face-to-face plugin session date we want to notify user they need to complete specific activities on a specified schedule
As soon (slight delay is fine) as a specific activity completes (any) we want to notify trainers or other specific roles in the course.
As soon as a specific actifity is completed we want to notify people to complete an other activity and keep reminding them every x time.
