Moodle Upgrade and Plugin Advice

I'm seeking an experienced Moodle developer to assist with upgrading my Moodle platform to version 4.5. The Moodle has been upgraded from 3.9 to 4.1 to 4.5. The site works, but 3 of the five courses load very slowly. SCORM updates are also very slow. The Moodle site is on a new dedicated server with 128 GB of RAM, so should be fast. We need someone to investigate and resolve these issues, and optimize the performance of the site in general.
