Moodle Expert for Online Testing Platform

I'm in need of a Moodle expert to assist in the development of an online testing website. The primary purpose of the site is to offer students a platform to practice for their exams.
The project requires:
- Setting up a server
- Creating 4 distinct test templates based on provided examples
- Each template should feature quiz-formatted multiple choice questions
- Developing a fixed countdown timer for each test
- Implementing a page for viewing results
