Make a Custom Moodle App With my Brand name

Its an eLearning website build on the platform Moodle. I want to make an app for this.
Since, this is an open source platform. The custom app can also be made by just following the instructions given on the website
You simply have to follow the steps and use the ready made code available on Github.
I have limited budget for this project. Its a very simple job for a professional to follow the steps. Since, hundreds of people have used the very same code.
I am open to discussion for any new method.
