Convert a WordPress plugin to a Moodle activity/local plugin

2. Our Moodle is 3.9 with MariaDB
3. The conversion may be located in Moodle "local" folder
4. Conversion should follow all requirement of Moodle developer documentation, including backup/restore function, role capabilities, etc.
5. Moodle module needs customisations: calendar, and upcoming events
6. Some more customisations (will be disclosed to successful developer)
