Build a local plugin for Moodle

Need to build a local plugin to create comic stories. The created stories need to be saved into Moodle database in any format(jpg, png, etc). Also saved stories shall be able to add to courses through moodle activities or resources, where users can only view the created stories. The front-end is already developed using Vue js. Now it needs to integrate with Moodle. Please contact me for more detailed information about the project.
