I need an experienced game modder for different games

Im currently looking for a game modder that can create a very specific set of mods for different games under a premise: to be able to play as NPCs (Bosses, enemies, etc).

In Sekiro, one of the final bosses is "Genichiro", an unplayable character. But, the person on that video was able to make it playable with his custom moveset and special animations, all of that using cheatengine (I think).
Im looking for a person that can achieve results similar to that one, but with other games.
