Grand Theft Auto V ONLINE Skin Modding

Hello, I am looking for someone who can make some sort of mod that would allow me to change my GTA V online character's visual/skin into an NPC from the game. I am not asking for a hack, and I simply want to be able to change my skin to a specific kind of NPC online. I am not sure what scripting language is used for GTA V online but If you are not familiar with GTA V online and its mechanics, please do not bother bidding an absurd amount. In the attachments, you'll find an example of what I am talking about. Price is negotiable because I would not know how long it would take to make this.
