A restaurant food ordering app

Hi, I would like somebody who can recreate an app like the weatherspoons app: https://play.google.com/store/apps/details?id=com.wetherspoon.orderandpay that allows users to select a restaurant & order from a custom menu set up from a web portal.
I need the app & the web portal set up. More complex instructions will be given upon awarding the contract but it essentially will copy functionality of the app above.
