build me an app

i have an idea to build an escort app that is like a delivery service and users are verified by us and anonyms to others and can subscribe to the app and veiw all workers in the radius of so many kms and order them to be picked up and the app also allows drop off and safety checks on the men and woman working thru this service, it also includes forward payments and extra prices ect.
