Xamarin Logoc selection app

i need a small app (ui not important at all)
there are some records in database like bellow
device id | status
1 | "P0":1,"P1":2,"P2":3
2 | "P0":2,"P1":47,"P2":5

i want a form where i will enter the conditions in runtime like
if device 1,P0 is 1 and device 2 p2 is 4 show "xxxxxx" and so on
logic will be saved to database
on clicking a button/ timer it will check for the conditions match and if matched show some response

there may be 1 single line condition or multiple AND, OR thing

i can change the data format stored in database if needed

its part of a big application and i need regular help on the apps
this thing i will pay in fixed amount and further works hourly basis

need in xamarin only
