Website with e-commerce and service reservations system PLUS Android /IOS app that mirrors the same functions

We are a small private taxi / limousine service & sightseeing tours company operating in Portugal. We would like to develop a bilingual website that not only presents our services but also allows our clients to make reservations and pay our services online. For that, we need a website with e-commerce capacity and, on the mobile front, Android and IOS apps that mirror the capabilities of the website, namely, in the operational side of booking services. The website and app need to interface with our cloud-based CRM invoicing software via an API (provided) and we also need to integrate a couple of payment systems. The website and apps need to be able to integrate a simple blogging system, to regularly publish articles related to the tourism industry that may be relevant to our business and of potential interest to our clients. The website must be setup in a way that we can access the “back-office” and manage content without the intervention of programmers. We already have domain(s) and hosting services. The website must be able to sign up and log in clients, in three account tiers (General, Corporate, and Local Resident), which will hire our services with differentiated rates and payment conditions. We need a robust solution that may grow and isn’t dependent on multiple “upgrades” from multiple “plugins” that are hard to manage for someone who isn’t learned in computer tech. Hence, we would like to stay away from solutions like WordPress, if possible. I'm looking for a thoroughly professional developer that is 100% committed to complete the project.
