Web, ios, & Android app development - hourly rate

We are on the search for an App developer to recreate our company's application.
We are an app-based car service provider based in Qatar offering their services at homes of customers.
The application was originally created and released two years ago but was pulled from the stores pending development and upgrades and now we're looking for a new IT partner to assist us in launching the new upgraded version of the application.
The way we work: customers contact us through an application to request their car service needs, and provide all details required (such as car license, location, part details, time scheduling and anything else relevant).
Our platform consists of:
1) Web-based Dashboard: Where our staff access the jobs and requests given, send quotations, look at scheduled bookings, follow up on the jobs, communicate with customers, communicate with field technicians
Dashboard is web-based accessible on a computer, tablet or phone with login details to different users according to access level
2) User app: ios & android app that customers download, register an account with all their relevant details and use to request orders and follow up on their status if ongoing
3) Agent app: ios & android app that our field agents (technicians) communicate with the main office/dispatcher to get orders/jobs, the details, and provide updates to the office or to the customer on the status of jobs as well as provide any details of income/expenses
4) Vendor app: ios & android app that our third party vendors/service providers can use to offer their services, parts as if they were agents
The previous version of the phone app was built on Flutter, and databases were hosted on AWS servers.
We are looking for an IT provider that can take the app to the next stage. They will look into what we currently have in terms of previous version of the app, and use what they can from it to build and release the new version of the app.

What I need right now is two tasks or two requirements:
1) Compile V2, fix any bugs and errors, publish it as it is with the current features, bug free, ASAP to the app and play stores
2) when V2 is successfully published, we will prepare a list of new features, improvements, and upgrades to implement and then publish as v2.1 or v3
We'd like to get quotes on time needed for delivery as well as proposed budget. (hourly rate)
